Description
Some areas of the administration interface, including the form for project issue submissions, align the content below the bottom of the navigation sidebar. Find out why that might be and fix the template.

northstar theme: page.tpl.php
Affected browsers
I have confirmed that this problem does exist on Firefox, Opera, Safari, and Camino, and does not in IE7. Note that the theme is currently passing special values to IE to fix other (worse) breakage that IE introduced - investigate whether they are related and how.
